Under the current terms of a <a href="https://www.canada.ca/en/immigration-refugees-citizenship/corporate/mandate/policies-operational-instructions-agreements/agreements/safe-third-country-agreement.html" title="2002 agreement" target="_blank">2002 agreement</a>, Canada and the U.S. can send back migrants who attempt to enter one country from the other.</p>
